Job Description

Land & Statutory Affairs Manager – Green Hydrogen Project
Location: Project Site (Assam or project state)
Reporting To: Site Head
Travel: Extensive — field visits to SDM offices, land corridors, village clusters, and local departments


Key Responsibilities
- Land Acquisition & Possession through AIDC
- Coordinate the finalization, due diligence, and possession of project land from government or private sources
- Maintain all land records, title documents, lease agreements, and boundary documentation in an auditable format
- Work with surveyors to mark and verify boundary limits and handover conditions
- Subcontractor Permit Scope Management
- Maintain a permit tracker mapping which permits are assigned to each contractor (civil, electrical, pipeline, EHV, etc.)
- Track permit/approval progress by each vendor and chase, coordinate, and support them in obtaining:
- Construction licenses
- Road cutting permissions
- Electricity/power approvals
- Local NOCs
- Environmental clearances
- Factory inspection certificates
- Pipeline or tower RoW clearances
- Verify that no work is started or invoiced until permits are in place as per contract
- Right of Way (RoW) & Survey Coordination
- Ensure that all RoW-related activities (pipeline corridors, tower foundations, trenching, etc.) are properly documented and coordinated
- Deploy and supervise in-house Land Surveyors for:
- Site verification of RoW availability
- Physical demarcation
- Validation of contractor RoW claims
- Work closely with local administration and landowners to prevent encroachments, disputes, or last-minute stoppages
- Statutory Compliance & Documentation
- Create and maintain a compliance calendar for project approvals and license renewals
- Ensure contractors’ statutory obligations are met — including EHS permits, labor licenses, and pollution control clearances
- Act as audit-ready custodian of all land and statutory documentation — both digital and physical
- Local Authority & Community Interface
- Liaise with local/state government departments (Revenue, PWD, SDM office, Pollution Control Board, etc.) for issue resolution
- Build and maintain constructive engagement with local communities, Gram Panchayats, and landowners as needed
- Assist in resolving land boundary issues, compensation disputes, or unforeseen regulatory blocks
- Internal & External Reporting
- Submit weekly reports on:
- Permit/RoW progress
- Risk/issue log
- Surveyor validations
- Contractor compliance status
- Escalate slippages and interface gaps to Project Leadership and Engineering for early resolution

Candidate Profile
- Education: Graduate in Engineering / Land Management / Law / Environmental Sciences preferred
- Experience: 10–15 years in large industrial, infra, or renewable energy projects handling land, permits, RoW, and government liaison
- Experience coordinating with EPC contractors, consultants, and local authorities
- Sound understanding of land laws, RoW processes, and statutory permit frameworks (especially in Assam or similar states)
- Skilled in managing land surveyors, site demarcations, and physical validations
- Excellent coordination, follow-up, and conflict resolution capabilities
- Fluency in English, Hindi, and preferably the local language


Preferred
- Experience in RoW-intensive projects (transmission lines, pipelines, highways, or water infra)
- Familiarity with contractor RoW clauses and milestone dependencies
- Prior work in greenfield renewable, hydrogen, or petrochemical/utility projects
