Job Description

Role Overview

The Civil Manager Maharashtra Projects holds end-to-end responsibility for all development-stage activities across PSP project sites in Maharashtra — from initial site surveys and geotechnical investigations through in-situ testing, regulatory permissions, and project development planning — until the commencement of construction. The role demands equal command over field investigation management, multi-agency permitting, and structured development planning, underpinned by fluency in Marathi for all government and regulatory engagement specific to Maharashtra.

Key Sector Exposure – Hydro & Pumped Storage

  • End-to-end development stage management for hydropower or PSP projects prior to construction commencement.
  • Site survey and investigation management — topographic, geomapping, GIS, aerial, and geophysical surveys.
  • Geotechnical drilling programs and in-situ field testing (SPT, PLT, vane shear, permeability, RQD).
  • Permitting and approvals management for site access, survey, drilling, and investigation activities.
  • Project development plan and pre-construction readiness documentation
  • Coordination with Maharashtra state government, Revenue, Forest Department, MPCB, District Administration, and regulatory bodies.

Key Responsibilities

  • Plan, mobilize, and manage all site survey activities — topographic surveys, geo-mapping, GIS-based terrain analysis, aerial/drone surveys, and hydrological field data collection across all Maharashtra PSP sites.
  • Direct and oversee all geotechnical investigation programs including borehole drilling, core logging, test pitting, geophysical surveys, and sub-surface data collection; supervise drilling contractors and ensure quality of bore logs and sample chain of custody.
  • Plan and execute the complete suite of in-situ tests — SPT, PLT, plate load, field permeability; witness all field tests and review results for integration into Geotechnical Investigation Reports with the help of designated geologist.
  • Lead preparation of the Project Development Plan covering all pre-construction milestones — site layout, approach road and construction infrastructure planning, utility identification, schedule for regulatory submissions and FID-readiness checklist.
  • Obtain all permissions and NOCs required to conduct survey, investigation, and drilling activities — including site access permissions, land entry permissions, forest entry permits, Tree Cutting Permissions, and WRD authority clearances — coordinating directly with Maharashtra government bodies in Marathi.
  • Liaise with Maharashtra Revenue Department, District Collector, Sub-Divisional Officer, Forest Department, Maharashtra Pollution Control Board (MPCB), MSEDCL, GSDA, Gram Panchayat, and all relevant state and local bodies for regulatory compliance and field-level approvals.
  • Draft, translate, and respond to official correspondence with Maharashtra government authorities in Marathi; attend compliance hearings, inter-departmental meetings, and inspection visits as the organization's Marathi-language representative.
